The Canada Energy Regulator (the CER, formerly the NEB) will assess export licence applications to determine if the volume of the applied for energy commodity proposed for export, is surplus to Canadian requirements. The CER also considers gas import licence applications, including licence applications for liquefied natural gas (LNG).

For gas, natural gas, and propane licence applications, the CER uses a written process that includes a public comment period for impacted persons. Following the comment period, the Commission will complete its assessment of the application, and either approve or deny the application. The issuance of a licence must also be approved by the Governor in Council. [Learn more]

Up to January 2023, the CER has received 58 export/import Licence applications:

• 47 of the 58 applications were approved by the CER (formerly the NEB)
• 3 of the 58 applications is under review
• 6 of the 58 applications were deemed incomplete
• 2 of the 58 applications were withdrawn by the applicant

Up to January 2023, the Provincial applications received are as follows:

• 39 applications in British Columbia
• 3 applications in Nova Scotia
• 2 application in Québec
• 2 applications in New Brunswick
• 1 application in Ontario
