Dear Mr. Yardley:

  • National Energy Board (Board or NEB) 2017 Audit of Westcoast Energy lnc. carrying on Business as Spectra Energy Transmission (Westcoast)
    Patrol Activities

The National Energy Board conducted an audit patrol activities in the winter of 2016/17. A final report was issued on 24 February 2017. The report identified several findings related to Westcoast’s patrol activities. Westcoast provided a Corrective Action Plan (CAP) to address the audit findings on 27 March 2017. The Board approved Westcoast CAP on 27 April 2017.

The Board verifies that corrective actions are being implemented in accordance with the approvals through document review and field inspections. Once it is verified that CAPs are implemented, the Board considers them closed. The Board provides records of the assessments  to the companies throughout the verification in Implementation Assessment Reports. Over the 2017-2018 CAP review period, Westcoast demonstrated that it has addressed the non-compliances outlined in the audit findings.

With the issuance of this letter, the Board considers the audit of Westcoast’s Patrol  Activities to be closed. The Board reminds Westcoast that once CAPs are closed, they  are considered to be implemented, and Westcoast is accountable to maintain compliance. The NEB will verify ongoing compliance through future compliance verification activities.

Yours truly,
