IN THE MATTER OF THE NATIONAL ENERGY BOARD ACT,
AN ORDER UNDER SECTION 51.1

is employed by Westcoast Energy Inc., carrying on Business as Spectra Energy Transmission (Westcoast), and/or is a person with management responsibilities and oversight of a processing facility, specifically Fort Nelson Gas Plant located at Mile 285, Alaska Highway, Fort Nelson, British Columbia.

On February 4-6, 2015, the undersigned National Energy Board Inspection Officer conducted an inspection of Fort Nelson Gas Plant.

The Inspection Officer has reasonable grounds to believe: there exists a potentially serious threat to public safety and the environment as the company is not able to demonstrate that it has a sufficient number of qualified workers to safely conduct operations.

The company has not met the requirements of National Energy Board Processing Plant Regulations section 32 and section 50.

Based on the above, the inspection officer has reasonable grounds to believe that a hazard to the safety or security of the public, or employees of a company or a detriment to property or the environment is being or will be caused by the construction, operation, maintenance or abandonment of the pipeline, or excavation activity or construction of a facility as per paragraph 49(2)(a).

Therefore, Information not available is HEREBY ORDERED,

pursuant to sections 51.1 and 51.1(2) of the National Energy Board Act, to

take measures specified below for guarding the safety or security of the public or employees or protecting property or the environment
   Suspend work until the hazard or detrimental situation has been remedied to the satisfaction of the inspection officer; or the order is stayed or rescinded by the Board

Specified Measures:

Westcoast is required to:

  1. Conduct an assessment on human resource needs and prepare the report required for the Fort Nelson Gas Plant under section 50 of the National Energy Board Processing Plant Regulations.
  2. Create an action plan (the “Action Plan”) to address the findings of the report.
  3. Completely implement the Action Plan by 15 May 2015.
