Project Information

The TQM System is a natural gas pipeline system comprising of approximately 572 km of pipeline connecting the TransCanada Pipe Lines Limited (TCPL) Canadian Mainline System at Saint-Lazare, West of Montreal, and extending to Saint-Nicolas, near Québec City (TQM System). The TQM System also extends from Lachenaie, East of Montréal, to the Québec/New Hampshire border. The TQM System is subject to federal jurisdiction and regulation by the Commission.

On 23 August 2019, TQM submitted the Reinforcement and Asset Purchase Application pursuant to sections 47, 52, 58 59 and 74 (1) (b) of the NEB Act for leave to purchase and operate the Sabrevois Assets owned by Energir L.P. (approximately 64 km of pipeline with related components) as well as to construct and operate the Bromont Compressor Station and Saint-Basile Interconnect (approx. 20 m of NPS 12 pipeline). The Sabrevois Assets are provincially-regulated assets originally approved by the Régie de l’électricité et du gaz. New construction is limited to the aforementioned Bromont Compressor Station and the 20 m Interconnect. A Certificate of Public Convenience and Necessity under NEBA section 52 is required as the assets being purchased and brought into the TQM system are greater than 40 km and cannot be exempted under section 58 of the NEBA.

The Project is part of a larger facility set within the TQM Reinforcement Program (Program).

The Program is required to meet existing contractual obligations on ‎the TCPL Canadian Mainline to the Énergir Eastern Delivery Area ‎(‎EDA‎).

List of Issues

The CER has identified the following issues for consideration in the hearing with respect to the proposed reinforcement and asset purchase:

  1. The need for the proposed project.
  2. The valuation, tolls and financing for the proposed project.
  3. The current condition of the Sabrevois Assets and their continued operation, and request for leave to open the Bromont Compressor Station and the Saint-Basile Interconnect.
  4. The potential environmental and socio-economic effects of the proposed project, including any cumulative environmental effects that are likely to result from the project, including those required to be considered by the CER’s Filing Manual.
  5. Potential impacts of the project on rights and interests of Indigenous peoples.
  6. Potential impacts of the project on landowners and land use.
  7. The terms and conditions to be included in any approval the Commission may issue, or any recommendation the Commission may make.
