Nunavut

In 2018, Nunavut generated around 0.2 terawatt hours (TW.h) of electricity. Almost all of Nunavut’s electricity is generated from diesel fuel imported during the summer and then stored for year-round use. (Figure 31)

In 2017, annual electricity consumption per capita in Nunavut was 6.1 megawatt hours (MW.h).

Electricity Provider

Qulliq Energy Corporation (QEC) provides electricity service. The minister responsible for QEC makes the final decision on any changes to electricity rates. The minister seeks advice from the Utility Rates Review Council (URCC) and the Government of Nunavut’s Executive Council.

Energy Cost

The 25 communities with diesel power plants have different electricity rates depending on their location. There are different rates for residents that live in government and non-government housing. Non-government residential customers are entitled to receive a subsidy for up to 700 kilowatt hours (kW.h) of electricity used each 30 day period from 1 April to 30 September and 1 000 kW.h of electricity used each 30 day period from 1 October to 31 March. In addition, public housing customers pay 6.0 ¢/kW.h throughout the year. This report uses the  non-government subsidized residential rate of 29.28 ¢/kW.h for the time periods and kW.h identified above, after which the residential rate established for Iqaluit is used.

Fuel Stabilization Rate (FSR) Fund

The QEC maintains an FSR Fund. The purpose of the FSR Fund is to offset the differences between actual fuel prices and the price of fuel used in setting the current electricity rates. This may be a charge or a refund.
